All these will bring more cost and risk. Still, we need to calculate the cost of testing. There are many manufacturers, many versions and many different resolution devices, they all require plenty of man power.

Cost of Android : Manpower etc
Because salary of Java programmers is relatively lower that that of other programmers. So even if you need 1.5 times more people than iOS, the cost on manpower is still the same. Moreover, if you focus on a few of devices, you will save much cost.
